08-11-11Successful hospital disaster relief plan exercise with ISEE
On 3 November, a successful ZiROP (hospital disaster relief plan) exercise took place in a hospital in the province of Zeeland, The Netherlands. In cooperation with the safety region and regional medical assistance of Zeeland, 23 staff members were trained with ISEE and the MediaSimulator.
In a ZiROP exercise, a hospital prepares how to act in case of a disaster by which large hospital capacity is needed. Therefore, the ZiROP plan describes the internal hospital organization, starting at the moment the disaster is reported by the control room. Goal of the plan is to provide clear instructions to several departments about how to act in disaster relief.
The participants in the exercise were from several hospital departments, such as reception, emergency room (ER), acute admission department (AAD), the operational team (OT) and the policy team (PT). ISEE is used in the training of the reception, the ER and the AAD. The MediaSimulator is mainly used for the OT and the PT. With this simulator, the exercise staff sends messages through different “media”, on which the participants base their decisions. The MediaSimulator is also used to introduce the disaster to the participants before the exercise, to set the scene. ISEE is used for the overview of the logistic occupation of the several departments, and for triage.
The exercise was a success. The coming year, E-Semble will support 25 of this kind of ISEE exercises in several hospitals.
